View source for THIRD-ORDER EXECUTIVES OR JUDGES

A third-order executive (Judge + Governor) can be applied for a minimum autonomy of 1,500 apartments (approximately 3,000 people) and a maximum autonomy of 6,000 apartments - primarily in order to have a minimal chance of being engaged both to the judge and to possible jurors.

For any executives it is impossible to hobnob or be corrupt with all 3,000 or 12,000 people of autonomy, which means that if something goes wrong - it is the majority of the autonomy that will not be silent and quickly put all responsible persons in place.

It turns out to be a kind of check-and-balance system and it is needed exactly until people actually stop using their power for personal gain and begin to act conscientiously without outside control.

==Election and dismission==

A third-order executive (Judge + Governor) can be dismissed by the residents of the territory entrusted to him, that is, the autonomy of 6,000 apartments. All they need to do is come to the executive office where all the executives of the territory are working and vote for dismissal (there are always ready-made voting forms there) within one month from the beginning of the voting. Or they can do the same over the Internet through a special app. Any of the second-order executives (supervisors or prosecutors) initiates the vote.

'''There will be three items on the voting form:'''

# Just change the executive without consequences for himself.
# Dismiss an executive with disgrace and the inability for him and his close relatives to hold any executive positions.
# In addition to the top two items, a check mark is placed here to indicate whether residents will choose the next executive for this position or will let make it as usual executives of the appropriate order.

A third-order executives (Judge + Governor) cannot be arrested or detained (without obvious violations - violence or harm-doing) by the police of another autonomy in 6,000 apartments.

==Arbitrariness and outrages==

If suddenly one of the autonomies starts some kind of arbitrariness and the residents of the autonomy where outrages occur do not care about it, then seeing this, any 3 neighboring autonomies (or 3 nearest ones), with the support of the population to the decisions of the third-order executives (Judges + Governors) of these autonomies in 90% or more, can allow the third-order executives (Judges + Governors) of these neighboring autonomies to immediately remove both the third-order executive (Judge + Governor) and other executives, as well as the entire police force that supports arbitrariness in that neighboring autonomous entity where some kind of outrages are taking place.

After that, the residents of these 3 neighboring autonomies will have to choose a new third-order executive (Judge + Governor), other executives and a new police force for the problematic autonomy, but from their atonomies for one year. During this year, residents of problematic autonomy can complain about new executives and police officers to any of the 3 third-order executives (Judges + Governors) of neighboring autonomies who were engaged in these personnel changes. And if there is silence on their part, then these residents can contact the media, which are just waiting for such problematic news to receive government awards and perks.

But for such actions there must be 100% evidence: 100% facts of outrage or connivance of an executive (or executives) in problematic autonomies.
