Where can the DSMN system SVARGA be applied?

This decentralized social (state) management network system SVARGA (hereinafter referred to as DSMN or DSMN system) is applicable in any country and under any conditions and types of development - neighbourhood unit, street block, ribbon development, infill development and so on. In cities, towns, villages, rural communities, hamlets  - this system is applicable absolutely anywhere.

The whole "secret" lies in the fact that any building of any settlements, starting even from the dawn of human civilization, have certain natural distinctions within themselves, for example in the form of all sorts of paths, passages, driveways, streets, highways and so on. Since any person always needed to move around his locality as conveniently and quickly as possible.

In the new DSMN system, all responsibility and management of the system falls directly on the residents of a separate village, a separate suburb, a separate city and, as a result, the entire country. They are the ones who participate in the selection and constant control of civil servants - so called executives of various orders and therefore try to choose the best, decent and honest professionals in their field as civil servants. That is, this new DSMN system, unlike the currently existing state management systems, applies the principle of positive selection for the highest administrative positions.

DSMN system overall structure - autonomies, city councils, state councils and their management (government)

The principle of forming a new DSMN system is quite simple, but effective. For example, let's take a city. We divide the city into several self-government autonomies. In cities, the standard autonomy is at least 1,500 apartments, and a maximum of 6,000 apartments. Each autonomy will have one common executive office.

The city will be governed by several executives of various orders. Let's say there is an autonomy of 6,000 apartments and every 300 apartments chooses its first-order executive. Thus, each mini-cell of 300 apartments chooses its own first-order executive, who solves all the problems of only this mini-cell of 300 apartments that chose him. In our case, there will be 20 first-order executives for a total autonomy of 6,000 apartments.

Then people from 3 mini-cells (each mini-cell consists of 300 apartments) also choose the next executives: second-order executives. A second-order executive will deal with documents, prosecutorial and supervisory activities (In fact, he is a Prosecutor). Any citizen from the entire autonomy of 6,000 apartments can apply to him. (show this on the map)

In this case, we got 7 second-order executives and the last one was chosen by people from just 2 mini-cells of 300 apartments.

7 second-order executives who work within the autonomy of 6,000 apartments, they choose for this autonomy a third-order executive, who can be collectively called a Judge + Governor of the autonomy of 6,000 apartments.

A third-order executive (Judge + Governor) can be applied for a minimum autonomy of 1,500 apartments (approximately 3,000 people) and a maximum autonomy of 6,000 apartments - primarily in order to have a minimal chance of being engaged both to the judge and to possible jurors.

For any executives it is impossible to hobnob or be corrupt with all 3,000 or 12,000 people of autonomy, which means that if something goes wrong - it is the majority of the autonomy that will not be silent and quickly put all responsible persons in place.

It turns out to be a kind of check-and-balance system and it is needed exactly until people actually stop using their power for personal gain and begin to act conscientiously without outside control.

A third-order executive (Judge + Governor) can be dismissed by the residents of the territory entrusted to him, that is, the autonomy of 6,000 apartments. All they need to do is come to the executive office where all the executives of the territory are working and vote for dismissal (there are always ready-made voting forms there) within one month from the beginning of the voting. Or they can do the same over the Internet through a special app.

There will be three items on the voting form:

  1. Just change the executive without consequences for himself.
  2. Dismiss an executive with disgrace and the inability for him and his close relatives to hold any executive positions.
  3. In addition to the top two items, a check mark is placed here to indicate whether residents will choose the next executive for this position or will let make it as usual executives of the appropriate order.

A third-order executives (Judge + Governor) cannot be arrested or detained (without obvious violations - violence or harm-doing) by the police of another autonomy in 6,000 apartments.

Any executives and police officers serving a specific autonomy - they necessarily live in it themselves.

(To make a demonstration, for example, to outline 6,000 apartments on a map of Paris with a marker and do the same on the example of any European village)

A third-order executives, who are at the same time Judges + Governors of the autonomy of 6,000 apartments, also choose fourth-order executives. Moreover, the choice follows the same principle - three third-order executives from 3 nearby autonomies of 6,000 apartments choose one fourth-order executive.

A fourth-order executives are essentially mayors of districts where 3 autonomies make up the district. They are responsible for the roads and the entire infrastructure of their territory of 3 autonomies, that is, their district.

While optional: (Further, three fourth-order executives or mayors of districts choose one fifth-order executive according to the same matrix principle. All this happens until the number of executives of the highest order, which is less than 10 people, is formed within one city. The city council is formed from these 10 or less executives.)

Next, the total number of fourth-order executives or mayors of districts is fixed, this number is divided into three as many times until it reaches 10 or less. 10 or less, it will already be executives of the city council. Executives of the city council are elected by fourth-order executives.

Any citizen of the city can become a candidate for the executives of the city council. To do this, he must submit an application to the office of district mayors, which will be common to the whole city. The mayors of the districts consider the applications of citizens and begin to choose candidates.

The City Council resolves all issues related to the development of the city in all its directions and spheres.

The councils of all cities of the region, province or state elect one Governor of the region, province or state (depending on the country). The governors of all regions, provinces or states elect their one representative to the State Council. For example, we have 50 governors and each of them chooses or appoints one executive (his representative) to the State Council.

Thus, in our case, the State Council consists of 50 executives - they are responsible for the whole country and its development in different directions and spheres. In our case, neither the president nor the parliament are needed anymore. These executives assign leadership to various government ministries and departments. They control the Ministry of Finance, the Ministry of Taxes and Duties, the Ministry of Agriculture, the Ministry of Culture, the Ministry of Sports, the Ministry of Science and Education, the Ministry of Defense and so on.
