This means that local police from the nearest autonomy can now patrol there, and they are subject to the authority of a third-order executive (Judge). Well, that is, the territory of the autonomy has just temporarily grown during the construction.

Such a new territory remains in autonomy until its number is greater than or equal to 1,500 occupied apartments, that is with real 1,500 citizens living in these apartments.

After that, the alienation of this new territory begins and its transformation into its own autonomy, with its own police and other executives responsible for new autonomy.

Let's assume a situation where 1,500 new built apartments have already been purchased, but most of them were purchased by entrepreneurs for the purpose of renting out, and it seems like the apartments have already been bought, and the people who own them are living in other autonomies, but at the same time they get the opportunity to vote in the new (growing) autonomy.

In this case, entrepreneurs can give special permission to vote to those people who rent their apartment, choose executives and so on. However, this will be allowed only if the person who wants to rent an apartment rents it for at least a year.
