THE POLICE IN THE NEW DSMN SYSTEM

From DSMN SVARGA database

Main structure

The police will always be elected from within the autonomies themselves and there will also be a special police office. The recommended number of police officers per autonomy is 8 people (4 people per shift) with about 19 houses in the territory under their control, each of which is supposed to have about 288 apartments (5,472 apartments in total). There are up to 3,000 residents per district police officer.

Police duty

Police officers are on duty in groups of 4 people, then the next group replaces the previous one. The format of the duty will be decided by the police themselves. For example, the shifts may be the following - 2 nights after 2 nights or some at night, others during the day and so on. This will need to be analyzed in more detail.

The first in the group is always the police commander, he is elected by a third-order executive (Judge), then he chooses a group from the territory under his control - he invites those people from the autonomy who wish to be in the same team with him under his command.

Police officers can act as they please to protect citizens, the only ones they have to answer to are those who elected them - third-order executives (Judges), as well as second-order executives (Prosecutors) on whose territory they are located.

Protection from police abuse

Such police officers are very easy to control, because they literally take the fall by the third-order executives (Judges), who are as close as possible to ordinary people, who in turn can very quickly come to these third-order executives (Judges) and ask them for possible police outrages.

And if the third-order executives (Judges) do nothing, they will be replaced by the residents themselves in one swoop. Therefore, despite the almost unlimited power on their territory, the police need to be more careful in their actions towards people. Thus, they will be compliant and adequate despite the power they have, as everyone understands that it is very easy to replace them or even kick them out and get blacklisted.

Reinforcements for problematic autonomies and operation of police offices

If the situation in an autonomy is too serious and there is a shortage of police personnel, then it is easy to call for help from other urban autonomies, where the situation is calm and there are enough people to help colleagues.

Police officers from other autonomies are required to react if everything is calm with them. There is a special button in each police office that is pressed when all police officers are on the move and the office is closed. When this button is pressed, communication with this police office is turned off automatically, since there is no one to call for help from there anyway.

And when this button is pressed, a red lamp lights up on the police office itself, which is visible to everyone on the street. This way, if residents suspect that the police officers are just beating the cover in the police office. That is, all residents walking by police office see its open and someone is clearly sitting there (all police offices will have large windows and any resident can always see who is and who is not there) and pressed a button just so that they are not called, then people can immediately complain about them to third-order executive (Judge) or second-order executive (Prosecutor) and they will take measures. Since with the red lamp on, the police officers all have to leave their office and thereby show to everyone walking by the police office that they are in the field.

When someone trying to make a call to police office, a green light comes on at the police office, and since the windows of the office are large and we can see what's going on inside, everyone can see that the police are not ignoring the call and are responding to it.

If a person is calling to the police office, but all the police officers on his autonomy are in the field, then the calling people are redirected to the nearest available police officers from nearby autonomies.

All calls, their exact date, dial-up attempts and to which police office and which autonomy they were made are automatically recorded. All these records are automatically sent to second-order executives (Prosecutors). Therefore, once a person failed to reach police office by phone, he can easily proceed to the appropriate executive and together they can listen to the call itself or his dial-up attempt and immediately establish whether the police personnel were on the spot at the time of the call and in which police office it was. And of course if they need to, view the video surveillance cameras in this very police office at that moment.

Controlling the police

By the way, the second-order executive (Prosecutor) receives a salary bonus for every obvious violation found, so this is always in his interests.

After the violations are found, the second-order executive (Prosecutor) turns to the third-order executive (Judge) and he resolves the issue with the police.

A third-order executive (Judge) can easily dismiss any policeman, but only if 50% or more of the residents of the autonomy agree with this. Dismissal occurs within a week, if during the week, people of the autonomy do not show dissatisfaction with at least 50% of their total number, then the policeman (police officers) will not be dismissed. Dissatisfaction can always be expressed in such a way that during this week, people can come to the executives office and, having presented their passport, leave a note that they are against the decision of a third-order executive (Judge) to dismiss a policeman.

Police adjutant and various types of emergencies

The third-order executive (Judge) of the autonomy, as most important manager of the autonomy, decides how many police officers can be allocated to some event in the city (holidays, concerts, festivals, live shows etc.) to ensure public order there. In this case, the police come under the direct command of a special executive - police adjutant (or something like that), that is, the interim chief of police.

That is, this executive (police adjutant) receives police officers at his disposal, who are obliged to comply with all his decrees until the third-order executives (Judges) of the autonomies take police officers back to their territory. The police adjutant is elected by the council of the municipality (city, town, village, etc.), with a majority of their votes (at least 60%).

Also, the police adjutant promptly receives full authority and police officers from the city council and third-order executives (Judges), respectively, during the elimination of various types of emergencies (fires, floods, man-made and natural disasters and so on), in order to deal with the situation promptly, without any bureaucratic muddle.

From the police officers who have arrived to serve with police adjutant, he quickly chooses his assistants and promptly builds a strictly subordinate vertical of power and begins to act by giving orders that the police officers are obliged to strictly follow.

Those police officers who come to his service and who will not take his orders seriously, goofing off or even refuse to obey the orders, may be put behind bars for the duration of his command. Then, third-order executives (Judges) who are the direct superiors of these police officers, as well as second-order executives (Prosecutors) from the autonomy where these police officers came from will receive a report on their charges and will deal with them themselves.

The police adjutant after the liquidation of the of emergency situations - transfers power back. Police adjutants are thoroughly trained, as the safety of citizens in special cases depends on their activities.

Police adjutants are always in touch with the city council. The decision on whether to end the state of emergency is decided by the city council. Thus, the police adjutant cannot independently hold power in this mode that is, he is also controlled, and the city council continues to be controlled by a lower level of executives and can be re-elected even in emergency situations.

If it is already clear to everyone that the state of emergency has definitely ended, but for some reason the city council do not want to cancel it and are in collusion with the police adjutant, thus trying to seize power, in this case lower level executives could terminate the power of the city council. That is, power grab is also impossible.

If the police adjutant does not have enough people to eliminate emergencies, he can always request help from the army.

In fact, a third-order executive (Judge) manages the police on his territory (autonomy), and also informs his police officers about wanted violators by transmitting them videofits, police suspect sketches for example, and so on.
