THE SYSTEM OF FINANCING AUTONOMIES
Question: how will such a DSMN system be funded, if it is possibly implemented, for example, in one or more regions, states, provinces of the country?
Answer: executives, starting with first-order executives, submit financial documents to their higher-ranking colleagues, with seals and signatures, respectively. So, one by one, the ranks of executives collect information related to finances in the territory entrusted to them and bring it to the top of the territorial entity, that is, the governor (Coordinator of the region, province or state).
Next, the governor (Coordinator of the region, province or state) - he submits these documents with his seals and signatures to the Ministry of Finance of the country, demanding the announced amount for the next year.
Moreover, the salaries of the all executives is the 1st budget item, the needs of the territorial entity is the 2nd budget item, as well as financial documents regarding the development of the territorial entity is the 3rd budget item are submitted separately. That is, we get a kind of three budget items of the territorial entity, the real possibility of which the Ministry of Finance of the country will consider.
At the stage of implementing DSMN system in some regions, provinces or states it should be understood that some regions, provinces or states may well provide for themselves and even be donors to other regions, provinces or states, while some, on the contrary, will not be able to do without support from the central government (in such regions, provinces or states at least the first two budget items must be fulfilled).
In the future, when the country will governed entirely by a DSMN system, all the money raised by taxes and excises from all territorial entities will always be thrown into a common pool, from which the first two budget items will be mandatory, and the possibility of implementing the 3rd budget item will be reviewed by the Council of the Ministry of Finance and implemented depending on the monetary capabilities of the country to date - immediately or gradually, may be it will be stretched over time or even rejected until better times.
Moreover, at the stage of gradual implementation and formation of a DSMN system in some country, the existing country's leadership elected by standard democratic ways, which controls the establishment and running-in of a new DSMN system in its country, gradually achieves such financial indicators within these autonomies so that they become self-sufficient in order to stop financing them from the central government. So that already at the stage of gradual implementation of the DSMN system throughout the country, they would have their own Ministry of Finance and their own common pool, which will be separate from the rest of the country.
However, the country still secures these autonomies in case of unforeseen situations and is always ready to help financially if necessary. We could consider this situation like a parent who holds a child when he takes the first steps so that he does not fall, but at the same time parent does not hold too much so that the child learns to keep his balance himself. And parent holds a child only at a really critical moment, when the child is already obviously falling to the ground.
